I do not doubt that there are pokemon capable of altering the patterns of weather, be it consistently or as a side-effect of their presence. However, research is not made on the back of folklore. Written records prove better, but even those are often beset by rumor and secondary resources often lose something in being passed from one individual to another even in cases of a genuine sighting. As I would hope most people would be aware.
[Admittedly, he will grant that not everyone is likely to be a scholar as he is. But rumor and hearsay making for poor proof is something that should be reasonably understandable.]
I am willing to believe your Tapus to be more than the average pokemon. I cannot - and will not - believe more than that sight unseen. Not when genuine firsthand records are difficult to come by in my own region, be it written or otherwise.
[Nor is he blind to the fact that those of his own region tend to keep to themselves is both boon and curse - though it means they are largely left to themselves (as most prefer anyway) it means that they are more cut off from the wider world they exist in.
On the other hand, for all that he has been quick to jump to sharp-tongued irritation at the gentle prick to his pride he seems to settle back into sullen grumpiness once Nanu mentions that he'd been mostly joking about the storm, at least. He's still not best pleased, but even with that, he'd be a fool to not take an offer of shelter until the storm passes.]
